DESIGN REVIEW SESSION MINUTES

A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on September 19, 2007.

The meeting was called to order at 7:03 p.m.

Upon a motion by Kathleen Salemi, seconded by Elaine Carey, the Commission Voted (7-0) to Approve the above Site Plan Modification with the following condition:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete and/or in accurate, this permit shall be modified, suspended or revoked.

Site Plan application: 1306 Main Street – Construction of a new 5’6”x5’8” landing and wooden handicap access ramp to an existing café.

Upon a motion  by Elaine  Carey, seconded by Thomas  Fitzgerald, the  Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete and/or in accurate, this permit shall be modified, suspended or revoked.
2.      Final plans are to be signed and stamped (ink and impression) by the Land Surveyor.
3.      Provide construction details on the plans – pavement patch
4.      Provide Town note for inspection and approval block on the plans.
5.      Provide a HC parking space – include dimensions for layout and sign.

Upon a motion by John Grottole, seconded by John Ryan, the Commission Voted (7-0) to Approve the above Site Plan Application with the following condition:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete and/or in accurate, this permit shall be modified, suspended or revoked.

Site Plan application:  58 Ellington Road – Façade renovation and installation of a new canopy and relocation of fuel dispensing equipment to an existing automobile filling station.

Upon a  motion by  John Grottole, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete and/or in accurate, this permit shall be modified, suspended or revoked.
2.      Revise inlet/outlet pipe specification on detention gallery cross section detail to match what is specified on the site plan.
3.      Final mylars and paper prints will need to be signed and sealed with a live signature and separate plan sets need to be labeled and submitted for each application.
4.      Proposed signage to be approved at a later date.
5.      Site Plan Bond set in the amount of $14,000.00.

Regular Session Minutes – August 8, 2007

Upon a  motion by  John Grottole, seconded by Thomas Fitzgerald, the Commission Voted (6-0) to Approve the above minutes.  Elaine Carey did not vote on the above minutes due to her absence at the August 8, 2007 meeting.

ZONE CHANGE APPLICATION:  Residence 1 (R-1) to Design Development District II (DDD-2) on a vacant 28.46-parcel of land with 22.79 acres to be changed from R-1 to DDD-2 located at 90 Long Hill Road (Rear) for the construction of  41 units of age restricted residential development.

SPECIAL PERMIT USE APPLICATION:  Under Section 406.2(a) & 228 to allow a drive–through facilities associated with a restaurant/automobile oriented use on land located at 12 Governor Street.

SUBDIVISION APPLICATION - 12 Gold Street - Preliminary and Final Layout Approval, Two (2) Lots on .37 acres of land located at 12 Gold Street and 490 Silver Lane

Upon a motion by Kathleen Salemi, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above Subdivision Preliminary and Final Layout Application with the following modifications:

1.      Prior to the construction of the proposed improvements shown on parcel “B” a plot plan will need to be submitted and approved.  This is typically done after the subdivision has been approved and filed on the land records.
2.      Provide subdivision approval block on each sheet. (Please add signature blocks to Key Map and Plan Showing Proposed Division & Lands Within 200 Feet).
3.      Provide street trees for 12 Gold Street per article VIII of the subdivision regulations (relocate trees on the subject parcel to avoid an aerial conflict with the overhead wires).
4.      Graphically depict the proposed sawcut limits on the plan and add the Town’s permanent pavement patch detail to the plan set (add notes to detail specifying that the permanent payment patch is to be two layers of Class II bituminous concrete).
5.      Please revise plan to show the installation of monuments per section 5.4J of the subdivision regulations (revise plan to have a monument set at each corner mentioned in this section of the regulations or request a waiver)
6.      Provide NRCS soils information.  Add to map NRCS soil information, which is available for the subject parcel and can be obtained online at http://websoilsurvey.nrcs.usda.gov/app/)
7.      Provide a graphic scale (revise so that it is legible).
8.      Subdivision bond set in the amount of $3,208.00.

Upon a motion by Kathleen Salemi, seconded by John Ryan, the Commission Voted (7-0) to Approve the above Subdivision Preliminary and Final Layout Application with the waiver provisions as follows:

1.      Seepage and boring test data in accordance with section 4.6D7.
2.      Valuable site resource map as per section 4.6D10.
3.      Open space requirements as per section 9.1-9.4.
4.      Sidewalks per Article VIII on both 12 Gold Street and 490 Silver Lane.
5.      Trees per Article VIII on 490 Silver Lane.

APPPLICATION FOR NATURAL RESOURCES REMOVAL AND FILLING PERMIT –Under Section 218 to allow two areas with a maximum volume of 7,300 cubic yards for the temporary stockpiling of soil associated with the construction of Goodwin College on land located at 1-5 Riverside Drive

Upon a motion by John Grottole, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Application for Natural Resources Removal and Filling Permit with the following conditions:

1.      Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
2.      Provide separate plans for each application – label accordingly.
3.      Provide a plan showing the lot and block number (use Assessor’s map) for all parcels within 200’ of the site per section 218.3c.3 of the Zoning Regulations – label accordingly.
4.      Provide the average depth of topsoil as per section 218.3c.8 of the Zoning Regulations.
5.      Provide proper drainage around the proposed stock piles as per section 218.4b of the Zoning Regulations.
6.      Provide dimensional ties from the stock piles to the street/property lines as per section as per section 218.4c of the Zoning Regulations.
7.      Provide a 50’ grid with 2 foot proposed contours for the stock pile material as per section 218.4I of the Zoning Regulations.
8.      Natural Resources Performance Bond set in the amount of $17,750.00.

5.      Provide  a sequence for the final restoration of the site as per section

Upon a motion by Elaine Carey, seconded by John Ryan, the Commission Voted (7-0) to Approve  the above Major Flood Hazard Application with the following conditions:

1.      Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
2.      Provide separate plans for each application – label accordingly.
3.      Revise the limits for the 100 year flood plain (elevation 29.0) – lines and labels follow contour 28.
4.      Provide a bench mark on the plans – note datum.
5.      The Professional Engineer needs to provide documentation and certify that the proposed railing, located along the concrete pad, and ramp has been designed to resist hydrostatic, hydrodynamic loads and effects of buoyancy as per sections 601.6b.12 and 601.11b of the regulations.
6.      All proposed underground utilities are designed to be waterproof as per section 601.10c.3 of the regulations.

SITE PLAN APPLICATION: 133 Riverside Drive – Construction of a 20’x30’ concrete slab, wood ramp and underground electrical work to the proposed Goodwin College

Upon a motion by  Elaine Carey, seconded  by  Thomas Fitzgerald,  the Commission Voted (7-0) to Approve  the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete and/or in accurate, this permit shall be modified, suspended or revoked.
2.      Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
3.      Provide separate plans for each application – label accordingly.
4.      Provide additional dimensions for the layout of the concrete pad and the rip-rap stone pad.
5.      Provide additional proposed spot grades for the stone pads.
6.      Revise label for the crushed stone pad adjacent to the concrete pad from 3 feet to 5 feet.
7.      Provide 6” topsoil for all disturbed areas – label accordingly.
8.      Provide lines and labels for railing on the site plans.
9.      Revise the limits for the 100 year flood plain (elevation 29.0) – lines and labels follow contour 28.
10.     Revise access road detail – provide filter fabric under stone.
11.     Provide a bench mark on the plans – note datum.
12.     Site Plan Modification Bond set in the amount of $11,900.00.

It was the consensus of the Commission to allow the Engineering Department to determine at the time of plot plan review whether the installation of street trees is necessary.
